Equitable Revenue Allocation Formular: A Panacea for Restructuring Nigeria

Abstract

This positional paper focused on the prescription and utilization of an Alternative Equitable Revenue Allocation formular by the Nigerian Federal Government and her federating units bearing in mind that series of vices and restiveness in various parts of the country pinpoint to hues and cries of marginalization ensuing from inequitable and obsolete revenue allocation formular between the Federal government and her Federating units.  We commenced our study by explaining some terms related to our topic.  Due credit was also accorded to some scholars who made immense contributions to issues related to our study.  From our findings, it was apparent that the present vertical and horizontal revenue allocation formulae are no longer fashionable.  Instead, the alternative equitable ones prescribed by us should be adopted for the sake of national equity, fair play, egalitarianism and even development, We, therefore, recommended, inter alia, that the 2014 Constitutional Conference Report be revisited with a view to implementing it based on its merits and absolute adoption of our recommended Alternative Equitable Revenue Allocation Formular Y = i/t*S will not only guarantee the indivisibility of Nigeria, complete seizure of fire by the various agitating groups in different geopolitical zones but will also dispel hues and cries of marginalization, deprivation and devastation from the Nigerian Federation, especially, after monthly appropriation of the National Commonwealth.
